Over the next few years, many kicked out members and tried to start their groups, but they lasted only a few years. In 1986, he told Scientologists at the Hollywood Palladium that L. After Hubbard died, Scientologist Pat Brooker and his wife spread what seemed to be an order from Hubbard that made them Loyal Officers, the highest rank in the organization. Miscavige didn’t follow the order because he said it was fake. Since the 1970s, the group has filed more than fifty lawsuits and made many secret attempts to smear Internal Revenue Service (IRS) officials to force them to give the group tax exemptions. Miscavige and Marty Rathbun set up a meeting with the IRS commissioner in 1991. 

The goal was to get the group recognized as a non-profit charity in exchange for ending the lawsuits. After a few years, the Church of Scientology could finally avoid paying taxes. Miscavige started building new churches and fixing up old ones in 2003. His goal is to have a church in every big city worldwide. So far, the project has opened 38 new facilities worldwide.
